Earl H. Scott

CEO + Founder

Mr. Scott founded the company in 1998 and has served as Chairman of the Board and Chief Executive Officer since the creation of EarthCon.  He has served in numerous capacities over his 30-year career including providing technical and regulatory oversight of complex environmental projects, operating unit leadership and national technical leadership roles.  He has focused on serving U.S. multinational corporations and has worked with some of the largest law firms in the country.  Mr. Scott has a B.Sc. in Geological Sciences from the University of Dayton and and M.Sc. in Geological Sciences with a concentration in Geophysics from Wright State University.

Timothy O. Goist

Mr. Goist joined the company in 2002. Since joining the company, he built the Operations and Maintenance (O&M) program, established the flex-staffing division, and has operated in various leadership roles over that time. He is co-inventor of a US-patented Groundwater Plume Analytics® product that he developed while at the company to evaluate the relative benefit of active groundwater remediation systems. Over his 30-year consulting career he has assisted numerous industrial clients and law firms address environmental challenges primarily related to soil and groundwater contamination issues. Mr. Goist has a B.A. in Geology from Miami (Ohio) University and an M.S. in Geology from the University of Georgia.

Gary Horwitch

Chief Engineer

Mr. Horwitch P.E. joined the company in 2008 and is currently EarthCon’s Chief Engineer. Over his 40-year career, Mr. Horwitch has served in numerous capacities including but not limited to the engineer of record for the permitting of over 50 hazardous, non-hazardous industrial, and municipal solid waste landfills, the design and installation of numerous solid waste management closure systems and the design, installation and operation of ground water extraction and treatment systems. Mr. Horwitch has provided expert witness testimony related to solid and hazardous waste permitting. Mr. Horwitch has a BSCE from Wayne State University in Detroit, Michigan and a MSCE from University of Houston in Houston, Texas. Mr. Horwitch is a registered Professional Engineer in sixteen states.
